HIRING OF THE EXPERT TO FORMULATE MANDATORY TRAINING POLICY FOR THE EMPLOYEES OF THE DIRECTORATE GENERAL OF LOCAL GOVERNMENT, ELECTIONS AND RURAL DEVELOPMENT DEPARTMENT IN KHYBER PAKHTUNKHWA UNDER THE PROJECT “PARTICIPATORY LOCAL GOVERNANCE (PLG)”.

ABOUT CENTER FOR GOVERNANCE AND PUBLIC ACCOUNTABILITY

Centre for Governance and Public Accountability (CGPA) is a not-for-profit, nongovernmental, non-partisan, civil society organization working for the promotion of public accountability and good governance. CGPA was established in 2011, and registered in January 2012 under the Societies Registration Act, 1860. CGPA is governed by a Board of Directors, comprising of seven members. CGPA has been actively providing specialized and expert technical services in public policy and governance, service improvement, promotion of peace and tolerance, inclusivity, rule of law, local governance, local finance & planning & revenues, digital solutions for service delivery and improved governance, transparency and access to information, civic education through research and analytical work, budget accountability and social audit, electoral reforms, legislative strengthening, and democratic development.

ABOUT THE ASSIGNMENT

Background

Participatory Local Governance Programme (PLG) is financed by the German Federal Ministry for Economic Cooperation and Development (BMZ) to support Pakistan’s efforts in improving local government services in Khyber Pakhtunkhwa (KP) and Punjab. The Programme provides technical support to provincial as well as selected local governments in KP and Punjab in developing capacities for citizen-oriented service delivery. In order to achieve this objective, the Programme supports:

a) the development of service delivery tools and instruments for education and various local government services;

b) digitalized revenue collection systems for local governments; and d) Sustainable Development Goals (SDG) oriented local level planning.

Local Government Elections and Rural Development Department (LGE&RDD) is mandated with administration and management of the local government institutions in the province. Different entities including the Directorate General LGE&RDD along with offices of Assistant Directors at the district and Tehsil level are working under the administrative control of Secretary, LGE&RDD. Directorate General of LGE&RDD is monitoring and supervising to ensure service delivery through district and tehsil level offices headed by Assistant Director LGE&RDD. There are and 4,212 VC/NCs’ offices each one managed by one full time government official known as Secretary VC/NC. He is also responsible to provide secretariat support to the elected councilors at the gross root level as well as manage the moveable and immovable properties of VC/NCs.

Directorate General of LGE&RDD has observed that various immovable properties that belong to the respective VC/NC offices lying idle or being used by other entities without any monetary benefit to the VC/NCs. Over the past few years, LGE&RDD has realized that if such properties could be properly traced, documented and leased out, could become a sustainable source of income for the respective VC/NCs, which will ultimately contribute to improved local services by these offices. Keeping in view its relevance with the Output 1 Indicator 1.1, PLG-GIZ intends to hire the services of a suitable consultant to frame the Immoveable Property Lease Rules for VC/NCs in KP.

PURPOSE AND OBJECTIVES OF THE ASSIGNMENT

The overall purpose of this assignment is to frame immovable property lease rules for VC/NC in Khyber Pakhtunkhwa

SCOPE OF THE ASSIGNMENT

The scope of the assignment is to conduct consultative meetings with the Directorate General of LGE&RDD team, develop inception report, review existing relevant legislations, conduct exploratory meetings at the field offices, draft the immovable property lease rules for VC/NCs, joint review of the rules and incorporate the views and suggestions in the final draft rules to enable the local government department process them for approval of the Government etc.

Field visits to meet the ADLGs and Secretaries VC/NCs in selected districts of KP and Punjab to ascertain first-hand information about the subject assignment and develop rules, relevant to the ground situation.

Examine and analyze the reports and recommendations produced by different organizations regarding the issues in maintaining the immovable assets of local councils.

Develop draft Immovable Property Lease rules for VC/NCs.

The consultant is responsible to provide the following deliverables:

• Final version of the Immovable Property Lease Rules for VC/NCs in MS Word and PDF versions

PAYMENT

Interim Payment –40% Upon the submission of inception report

Final Payment ----60% Upon the completion of assignment

REPORTING STRUCTURE AND COORDINATION

The services under this consultancy assignment will be supervised by the Technical Lead, CGPA. The Expert will report to and will get directions during the currency of the provision of services from the Technical Lead.

REQUIRED QUALIFICATION AND EXPERIENCE

The consultant should at least have:

  • A master's degree in the management or social Sciences from a reputable national or foreign institution;
  • Minimum 10 years’ experience of working on assignments with focus on local government’s institutions;
  • Consultant must have extensive and in-depth knowledge of Local Government Laws and rules and similar nature assignments related to the formulation of rules, byelaws, policy document and reports under Local Government Act;

PLACE OF ASSIGNMENT

The place of assignment is Peshawar, and the consultant will travel to Swat, Mardan, Kohat, Abbottabad and Haripur, District Attock and Lahore.
