Scope of the Assignment

Under the overall guidance of the Project Manager and direct supervision of the Project, the M&E Officer will be responsible for the monitoring and ensuring high quality and timely inputs, and for ensuring that the project maintains its strategic vision and that its activities result in the achievement of its intended outputs in a cost effective and timely manner. Furthermore, designing and implementing the M&E activities of the Project; assisting the Project Manager in preparing Quarterly/Annual reports on project progress and will monitor the project activities on a regular basis and will be responsible for the collection & analysis of different data in relation to the project activities.

The Monitoring and Evaluation Officer works in close collaboration with project team, Government officials, private sector, non-government and civil society organizations

Terms of Reference
  • The Monitoring and Evaluation Officer will have the following duties and responsibilities
  • Develop and strengthen monitoring, inspection and evaluation procedures
  • Monitor all project activities, expenditures and progress towards achieving the project output
  • Recommend further improvement of the logical frame work
  • Monitor and evaluate overall progress on achievement of results
  • Develop routine monthly, quarterly, semi-annual and annual data collection systems that record and document observable (both qualitative and quantitative) outputs, outcomes and impacts.
  • Designing a “CAR (Collection, Analysis and Reporting) Indicator Framework” in coordination with project team.
  • Developing monitoring project indicators as they relate to the overall project design, goals and objectives.
  • Promote a result based-approach to planning, monitoring and evaluation, emphasizing on results and impacts.
  • Work closely with Project Managers to define and finalize indicator frameworks for different interventions and ensure adequate and timely data collection for reporting on indicators.
  • Prepare annual consolidated plans working closely with Project Managers.
  • Prepare the M&E section of the progress reports and ensure their timely submission. This includes monthly, quarterly, semi-annually and annual progress reports, as well as ad-hoc technical reports.
  • Undertake regular visits to the fields to ensure implementation of M&E and to identify where adaptation might be needed.
  • Promote participatory planning, monitoring and evaluation by training and involving partner organizations in the M&E of activities.
  • Allow the results of the monitoring to dictate changes to the ongoing implementation of the project.
  • Coordinate regularly with the Project Managers and the team members to discuss results and plan action steps to build on strengths and address weaknesses of the program.
  • Work closely with Communication officer to ensure that project results and reports are properly disseminated internally and externally.
  • Monitor the follow up of evaluation recommendations.
  • Design and implement a system to identify, analyze, document and disseminate lessons learned.
  • Involve all project staff in sharing experiences and lessons learnt on a regular basis.
  • Ensure the TOR for consultants recruited for the project also incorporate mechanism to capture and share lessons learned through their inputs to project and to ensure that the results are reflected in the reporting system.
  • Document, package and disseminate lessons and best practices on a semi-annual basis to allow for project’s review.
  • Ensure timely data collection, analysis of information and delivery to report writers in an accessible format.
Professional Requirements
  • At least 3-4 years of relevant experience in development sector
  • Experience of working with NGOs/INGOs/Donor Agencies
  • Demonstrated ability of implementing/coordinating projects/programs for district-level development projects
  • Knowledge/experience of implementing effective project management plans
  • Excellent report writing and presentation skills
  • Ability to meet targets within tight deadlines
  • Result-oriented team player
  • Strong oral and written English communication skills required
  • Sound judgment, flexibility, adaptability and cultural sensitivity
  • Proficiency in MS Office Suite required
Qualification Requirements

Master’s in Social Sciences or related discipline from a recognized university.
