CGPA overview

Centre for Governance and Pubic Accountability (CGPA) requires services of a technical expert for developing a capacity building training manual for Journalists, Civil Society Organizations (CSOs) and Local Government Representatives (LGRs) on Right to Information (RTI), Right to Services (RTS) and Local Government laws (LG laws) and conduction of training exercise on the same themes in three districts i.e. Nowshera, Mardan and Peshawar.

Introduction to the organization

CGPA is not-for-profit, non-governmental and non-partisan civil society organization. CGPA works for development in Khyber Pakhtunkhwa (KP) province and Federally Administered Tribal Areas (FATA) through governance focused and rights based approaches. CGPA is based in Peshawar, and is registered under the Societies Registration Act, 1860

Scope to the Assignment

The consultant is required to develop a training manual for a three days capacity building training of selected representatives on RTI Act, RTS Act and LG Law. This manual shall comprise of three parts, one for each day of the training. Content of the manual will be based on the findings and recommendations of training needs assessment survey already conducted by CGPA. The main areas of focus in the manual shall be related to

  • Creating awareness about RTI Act, RTS Act and LG Law.
  • The roles and responsibilities of Journalists, CSOs and LG representatives in the light of the said Laws.
  • Understanding the administrative structure under LG Law.
  • Request filing and complaint procedures under RTI and RTS Acts.

The report of TNA will be shared for the development of the manual.

The training manuals shall consist of session plans, spelling out clear objectives of each session, material required, training methods, case studies, examples and updated facts and instructions for

training’ facilitators.

Furthermore the consultant has to conduct 12 training workshops four each in District Mardan, Nowshera and Peshawar. The consultant has to cover the above areas as defined in the training manual as part of the training exercises.

Required Qualification and Skills

Following are the minimum skills and qualification required for the assignment:

At least master degree from HEC recognized university in social sciences (economics, political science, sociology, anthropology, development studies, etc)

Sound understanding of Khyber Pakhtunkhwa RTI, RTS and Local government laws.

  • At least three years past experience as a trainer and in development of training manuals on similar themes
  • Understating of policy advocacy, right based and governance focused approached to development
  • Excellent analytical and writing skills
  • Has conducted trainings previously for the similar themes
Timeline

Development of a training manual in 15 days. The training workshops will be planned on mutual consent.
