HIRING OF THE EXPERT TO FORMULATE MANDATORY TRAINING POLICY FOR THE EMPLOYEES OF THE DIRECTORATE GENERAL OF LOCAL GOVERNMENT, ELECTIONS AND RURAL DEVELOPMENT DEPARTMENT IN KHYBER PAKHTUNKHWA UNDER THE PROJECT “PARTICIPATORY LOCAL GOVERNANCE (PLG)”.

ABOUT CENTER FOR GOVERNANCE AND PUBLIC ACCOUNTABILITY

Centre for Governance and Public Accountability (CGPA) is a not-for-profit, nongovernmental, non-partisan, civil society organization working for the promotion of public accountability and good governance. CGPA was established in 2011, and registered in January 2012 under the Societies Registration Act, 1860. CGPA is governed by a Board of Directors, comprising of seven members. CGPA has been actively providing specialized and expert technical services in public policy and governance, service improvement, promotion of peace and tolerance, inclusivity, rule of law, local governance, local finance & planning & revenues, digital solutions for service delivery and improved governance, transparency and access to information, civic education through research and analytical work, budget accountability and social audit, electoral reforms, legislative strengthening, and democratic development.

ABOUT THE ASSIGNMENT

Background

Participatory Local Governance Programme (PLG) is financed by the German Federal Ministry for Economic Cooperation and Development (BMZ) to support Pakistan’s efforts in improving local government services in Khyber Pakhtunkhwa (KP) and Punjab. The Programme provides technical support to provincial as well as selected local governments in KP and Punjab in developing capacities for citizen-oriented service delivery. In order to achieve this objective, the Programme supports:

a) the development of service delivery tools and instruments for education and various local government services;

b) digitalized revenue collection systems for local governments; and d) Sustainable Development Goals (SDG) oriented local level planning.

Local Government Elections and Rural Development Department (LGE&RDD) is mandated with administration and management of the local government institutions in the province. Different entities including the Directorate General LGE&RDD along with 131 offices of Assistant Directors at the district/tehsil level are working under the ADMINISTRATIVE control of LGE&RDD. The Directorate General Local Government and field offices of Directorate of Local Government, Elections and Rural Development were abolished as part of the devolution plan of 2000-01. Though a skeleton Directorate General, namely Development & Monitoring was established in 2002, only at the provincial secretariat level however, the need for revival of the erstwhile Directorate General remained a dire need for the local government system to be supervised and regulated. To this need, the Directorate General, Local Government, Elections and Rural Development was finally notified to be implemented with effect from 1st January, 2013. In the recent past, the Secretary LGE&RDD has also notified the establishment of the Local Council Resource Centers (LCRC) at divisional HQ,

where huge buildings have been constructed under the provincial ADP which need to be operationalized on war-footing basis. Directorate General of LGE&RDD Supervising and ensuring service delivery through district/tehsil offices headed by Assistant Director LGE&RDD, and 4,201 VC/NCs’ offices managed by Secretaries, which provides the following services to the citizens;

• Small scale development projects

• Maintenance of government assets

• Registration of births and deaths

• Provision of water and sanitation

• Monitoring of other service delivery departments

• Facilitation in ID cards and domicile

• Implement and monitor village level development works;

• Village level sanitation and conservancy functions,

• Village level cattle fair and shows in its area;

• Village and neighborhood level sports and cultural events;

• Organize watch and ward in the area;

LGE&RDD as part of management decision has opted to devise a mandatory training policy (Pre-Service and In-Service) for all employees of Directorate General LGE&RDD in Khyber Pakhtunkhwa to transform an effective human resource to ensure better and responsive services to the citizens. Hence, keeping in view this policy decision of the LGE&RDD and its relevance with the Output 1 Indicator 1.1, PLG-GIZ intends to hire the services of a suitably consultant / firm to device the mandator pre-service and in-service training policy for the employees of the Director General of LGE&RDD KP.

PURPOSE AND OBJECTIVES OF THE ASSIGNMENT

The overall purpose of this assignment is to device a mandatory training policy for Rural Development Department (Assistant Director (AD) Local Government and staff) in Khyber Pakhtunkhwa including merged districts.

SCOPE OF THE ASSIGNMENT

The scope of the assignment is to study the existing service rule, administrative structure, job description of various service cadres, carry out training needs assessment, assessment of the existing training institutes, comparative study of the local government training institutes, determine the direction of pre-service and in-service trainings, prepare tentative training calendars, suggestions for improvement in service rules and develop policy proposals etc.

Review the capacity of the existing Local Government training imparting institutes such as LGS, STI and PARD etc. to assess their capacity to meet the additional demand for trainings from LGE&RDD.

Conduct a comparative study of the Local Government Training Institutes (LGTIs) in other provinces to develop a comparative analysis on the preservice and in-service trainings.

Determine the duration of the pre-service and in-service trainings for various target trainees.

Prepare tentative training calendar for the pre-service and pre-promotion trainings.

Determine the budgetary requirements for pre-service and in-service trainings on annual basis.

Draft suggestions for amendments in the existing service rules of RDD’s cadres related to mandatory trainings.

Develop various policy options (with merits and demerits) for the consideration of Directorate General LGE&RDD.

Drafting of the mandatory training policy.

Presentation of the policy to the key stakeholders including Director General, Director Operations, Director of the LGE&RDD, Peshawar and GIZ staff at Peshawar.

The consultant is responsible to provide the following deliverables:

• Questionnaire for the interviews

• Final version of the mandatory training policy in MS Word and PDF versions;

PAYMENT

Interim Payment –40% Upon the submission of inception report

Final Payment ----60% Upon the completion of assignment

REPORTING STRUCTURE AND COORDINATION

The services under this consultancy assignment will be supervised by the Technical Lead, CGPA. The Expert will report to and will get directions during the currency of the provision of services from the Technical Lead.

REQUIRED QUALIFICATION AND EXPERIENCE

The consultant should at least have:

  • A master's degree in the management or social Sciences from a reputable national or foreign institution;
  • Minimum 10 years’ experience of working on assignments with focus on working on the capacity development system for the government functionaries, organization strengthening and institutional development;
  • Consultant must have completed 10 or more assignments related to the capacity development of the local government institutions;

PLACE OF ASSIGNMENT

  • The place of assignment is Peshawar, and the consultant may be required to travel to any other city or place in the country as per needs of the assignment.
