Background

Center for Governance and Public Accountability (CGPA) is not for profit, NonGovernmental, Civil Society Organization working for promotion of public accountability and good governance. CGPA was established in 2011 and registered on January 31.2012 under Societies Registration Act, 1860. CGPA works in six mutually reinforcing areas, which include

a) open governance and Right to Information,

b) devolution and decentralization,

c) budgets watch,

d) parliament watch,

e) rule of law and access to justice,

f) promotion of peace and pluralism and

g) FATA Governance Reforms.

Job Responsibilities
  • Responsible for Accounts/Finance of head office Peshawar and project offices.
  • Preparation of monthly financial reports for expense tracking. Preparation of quarterly and annual financial reports as per donors requirements, checking of bank reconciliation statements of all accounts on monthly basis.
  • Preparation of budgets and assist higher management in preparation of new project financial proposals for various donors.
  • Implement internal control procedures, ensure segregation of duties in payment thresholds.
  • Review and check all transactions are in compliance with donors and CGPA requirements.
  • Prepare monthly and quarterly cash forecasts keeping in view the monthly cash needs. Manage financial transaction and monitoring cash flow.
  • Checking of monthly payroll to ensure accuracy, identify problems for further improvement. Ensure timely disbursements and advice HR for proper grant coding.
  • Management and monitoring of project expenditures as per budget provided by donors.
  • Monthly BvA’s reports, expense tracking and inform Executive Director for any underspending in any budget heading and over spending, if any.
  • Carefully and critically checking of bills receiving from Main office and Project offices.
  • Maintain effective coordination relating financial issues between donors and management.
  • Analyze the financial position of accounts and management of funds according to the needs, and taking exchange rate into account, after the authorization of the management.
  • Providing trainings, monthly or on need bases to finance/admin and logistic staff regarding daily relevant affairs.
Personal/professional Skills

Master Degree in Finance/Accounts/ CA Inter/ and experience in managing NGO Finance/Accounts (minimum 5 years)

  • Demonstrated skills and knowledge in Financial Management.
  • Experience of working with national and international organizations
  • Strong communication and interpersonal skills
  • Professional knowledge of basic computer programs MS Office and Quick Book Accounting Software.
Additional Responsibilities

CGPA has established a well-coordinated team of development professional that keep on supporting each other to improve the quality of work and to attain the intended results. This may require some additional task not mentioned in these TORs once in a while.
