General functions

In order to contribute to the effective implementation for improving electoral and political participation of women in the identified districts, the Finance Officer and Operations Officer will work under the direct supervision and guidance of the Project Manager (PM)and will ensure smooth financial functioning of project.Finance and Operations Officer can be hired for a period of seven

months by either internal or external hiring procedures.

Main responsibilities

The Finance and Operations Officer will manage inflows and outflows of funds for the project and ensure compliance with TDEA and Donor rules and regulations. S/he will also be responsible for

developing "donor reporting package" to be submitted to TDEA. His/her primary responsibilities will include:

  1. Reviewing and verifying invoices for office operating expenses
  2. Preparation and Processing of payrolls and payments
  3. Preparation and entry of vouchers
  4. Preparation of bank reconciliation of all bank accounts
  5. Facilitation in procurement of project assets and stationary
  6. Project audit along with preparation of financial reports for the management.
  7. Online entry and submission of all MoVs on GMIS
General responsibilities
  • To generate meaningful reports for analysis for management (and UNDP) on regular basis, and also support Senior Manager Finance and Accounts to ensure t these are in line with their compliance criteria.
  • To support compliance with mandatory requirements of the Government of Pakistan and UNDP regulations, as applicable,
  • To collect supporting documents for expenses’ authentication,
  • To maintain proper auditable documentation for ensuring compliance to the required policies,
  • Coordination with Senior Grants Officer to ensure timely reporting from implementing partners.
  • To support improvement and maintenance of efficient internal controls and accounting systems in line with the TDEA Financial Manual,
  • Correspondence with banks.
  • To Prepare bank reconciliation statements on monthly basis.
  • To facilitate External Audits, Internal Audits and Donor Audits.
  • Ensure proper Project Close out and final settlements of Implementing Partners on timely basis.
  • Any other task assigned by supervisor
Qualifications
  • Master degree in related discipline or graduation with four years of proven relevant experience.
  • At least 3 years of experience infinancial management of donor funded projects based on community mobilization, advocacy or any other relevant component in the targeted district/tehsil.
  • Computer proficiency, including working knowledge of MS Office products (Word, Excel, and PowerPoint) is mandatory.
  • Knowledge of English language will be considered an added advantage.
